[IDEA] prevent noobs from getting their accounts banned for phishing

I see complaints regularly from people who are clearly not familiar with the support process who say things like "My friend asked me to help get their account back, and now my account is banned for phishing."

Less frequently, I see reports of people getting accounts stolen by others successfully carrying out phishing attacks.

Both cases, if taken at face value, are outrageous. Someone shouldn't put years of effort and who knows how much money into an account, only to lose it because they don't know the right way to recover an account, or because someone else gamed the system.

Here are some things that can help:

Don't reward support people for how many tickets they close
When someone says "I lost my account" look at how recently it was logged into, and on which devices; if someone is actively using it, maybe the person is lying.
When someone tries to recover an account, ask them, is this your account or is this someone else's, and if they say it's someone else's, instead of permabanning them, tell them "Have that person contact support, you can't do it for them" and close the ticket.
If the person doesn't remember the details about the account that the support person asks them, don't ban them for phishing.
Don't even ban accounts for phishing on the first offense to begin with. Actual phishers use throwaway accounts. Clueless people use the accounts they've been playing on for years.
